i worked at a automotive dealiership as a cashier/receptionist. After a year or so, being essentially the "manager" of myself and one other, plus the people they hired to answer the phone on the weekend (that didn't do much besides that), I figured out that a procedures manual needed to be done. When one of us weren't there, one of the accounting dept would come down to answer the phones, but wasn't trained on the rest. One day, after worked on said manual a couple of days, I got chewed out for not having one. Funny...there wasn't one when I was hired, nor was I ever asked to make one?
