I've had ridiculous calls to CPS on me by a crazy neighbor as well. The one that really ticked me off was when they were called because my 3 kids were in my front yard playing with the water hose and making a mud puddle to play in and they weren't wearing any shirts or shoes.it was in the middle of summer in Florida and they are all boys. This neighbor lived 4 apartments down and across the street, so there is no way this would have had any affect on her yard.
