Unfortunately this is common with enlisted military families. They think they are above any and all ruled and even laws. It takes going to their commands for them to change as they are shown how severe the consequences are.
So you let her get away with assault twice. No wonder she doesn't care, people like you show her there are no consequences.
No the neighbor isn't in the wrong at all. Her dog is cat aggressive, she loves her dog, her dog killing the cat will result in the dog being put down. The dog shouldn't be put down because the poster and you are assholes.
