If your sister and her friend are still in high school, I would contact both of their parents and let them know what happened. This is outright bullying. This is the type of crap that sometimes leads to people committing suicide.
I agree go make a complaint with HR about a hostile work environment. Do it before she does.

My husband also had a favorite pickle that was very hard to get. I got the name of the company from the jar, contacted them and ordered him and entire case. Problem solved.
They are walking all over you because you are allowing them to. Stop it. Stop giving them money. Check eviction laws and do it.
