Both you and the other neighbor should work together to be very difficult to the neighbor without being obvious. When y'all go to work have your stereos set up loud enough to keep them awake but to not get in trouble. When they go on the patio naked have a squirt gun that you spray him with every time he talks, if the chick comes out record her making the noises and play it back at her at a very loud level. There's lots of things you can do by just pulling their own shenanigans back on them.
You should get an outdoor camera and put it on your property that is at an angle so it catches him spying on you. If he keeps it up you have the proof to bring it to the police station and make a report.

If your landlord doesn't live in the building she probably doesn't know how he's behaving. If I were you I wouldn't worry about the awkwardness of it and tell your landlord BEFORE reporting it to the authorities and consulting a lawyer. If that doesn't work then you should do what 1ukeskywa1ker recommended.

It would have been better if y'all would have confronted her instead of stealing from her. Two wrongs don't make a right and you may have prevented her from stealing from others.
