SIL needs therapy. NTA
The only reason there was ever an "offer" was because the sister wouldn't stop badgering them to literally give her their baby. Who does that? Who in their right mind would even consider asking their brother and sil for one of their children? That's sick. Responding with a ridiculous "offer" like this wouldn't have happened if they hadn't continued to ask them to give up their baby. Anyone who would even think to ask that needs serious help. I had infertility issues for a couple of years and I'd never dream of just straight up asking for a pregnant family members child. That would have been creepy.
